The ILO Results-Based Evaluation Strategy 2023–2025 calls on the ILO Evaluation Office (EVAL) to continue assessing the effectiveness of the ILO in achieving its short- and medium-term objectives through its Annual Evaluation Report (AER). In this context, EVAL is seeking qualified consultants with experience in conducting meta-analysis to carry out the 2026 edition of the meta-analysis on decent work results and the effectiveness of ILO operations, covering the 2025 period. Since 2007, the ILO has applied a largely consistent approach to assessing performance based on independent final project evaluations. The 2026 decent work results meta-analysis will build on previous studies and apply the same established methodology. The objectives of the consultancy for 2026 are: a) To complete the remaining assessments of 2025 evaluations b) To produce an aggregated results report on decent work results and the effectiveness of ILO operations for the 2025 period, using EVAL’s established methodology. c) To provide real-time assessments of completed independent final evaluations in 2026 (by 10 December 2026), in accordance with EVAL’s established methodology.
