REQUEST FOR EXPRESSION OF INTEREST (EOI)   Ref: WFP/AFG/SC/EOI/2025/08   Provision of Fumigation Services for Food Commodities Closing on 30 September 2025 at 23:59 hrs (Afghanistan Local Time)   A.Background The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience across the world. B.Objective WFP Afghanistan seeks reputable and legally registered service providers for Provision of Fumigation, Spraying and Fogging services at WFP Warehouses. WFP Afghanistan invites eligible service providers to express their interest in providing the requested services. C.Service Requirement: Fumigation services are required for food commodities (e.g. wheat flour, cereals, pulses, blended foods, etc.) packaged in bags, cartons, and tins, as well as warehouse storages. Spraying and fogging services for pest control within warehouse premises and stores. This request for EoI is the initial step for the first stage for shortlisting. After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation. D.Eligibility Criteria The main evaluation criteria for shortlisting are as follows: Minimum three (3) years of relevant experience in the provision of fumigation, spraying and fogging services (Copy of Contracts, Reference Letters, Proof of Payment) Valid Business License from Ministry of Commerce and Industry in this sector Valid Certificate or Work Permit from the Ministry of Agriculture, Irrigation and Livestock specifically for provision of Fumigation Services   Proof of strong financial capacity such as Audit Reports and Bank Reference Letter Operational office presence in Afghanistan Completed WFP fumigation Questionnaire and accompanying documentations (can be found together with this EOI) Valid Tax Clearance Certificate Certified bank statements for the past two years Bank account details in Afghanistan E.How to prepare and submit your Expression of Interest In order to participate in the pre-qualification exercise, companies are required to provide the following: A Letter of Expression of Interest on the company’s official letterhead The WFP Fumigation Capacity Questionnaire (Annexed to this EOI) All the required supporting documents as outlined in Section D above and the questionnaire. All documents should be presented in English or Dari. All supporting documentation listed above shall be prepared in accordance with the instructions provided and sent by email to [email protected]; all documents will be treated as strictly confidential and will not be made available to the public. WFP will not consider incomplete or unsigned submissions as well as submissions after the stipulated deadline. This request for EoI is not an invitation to tender nor does it imply automatic selection to WFP’s shortlist. No rates/prices are required at this stage, and this invitation does not bind WFP to issue any tenders or contracts to the companies expressing their interest.
