Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO STREAM Programme seeks an External Collaborator to undertake analytical and advisory assignment to strengthen the inclusion, clarity and implementation of social protection provisions in BLAs/MoUs governing labour migration, with a focus on South Asia–GCC corridor. The assignment will review a sample of South Asia–GCC BLAs/MoUs and comparator instruments from other migration corridors; assess the scope and operational quality of social protection provisions, implementation arrangements, and the drafting language used in social security clauses; and benchmark findings against relevant International Labour Standards and principles, as well as relevant national legal frameworks (including equality of treatment). The work will also examine how BLAs/MoUs are developed, negotiated and used in practice, including post-signature follow-up mechanisms and key bottlenecks affecting effectiveness. Based on the analysis, the consultant will produce: (i) recommendations to refine existing BLAs/MoUs guidance from a social protection perspective; (ii) an assessment framework to guide feasible clause options by country context; and (iii) a practical, negotiator-oriented Guidance Note with model/illustrative clauses, phased options and negotiation-oriented recommendations to support more operational and enforceable social protection provisions for migrant workers.
