The Banadir local elections represent a critical step in Somalia’s transition toward inclusive local governance. However, the elections took place in a fragile political and security environment, with limited independent scrutiny, uneven participation, and concerns regarding transparency and credibility. Without a rigorous, independent assessment, it will be difficult for stakeholders to identify lessons learned, address weaknesses, and strengthen future electoral processes. This assignment is therefore necessary to generate credible evidence on the conduct, inclusiveness, and integrity of the Banadir elections, and to provide practical recommendations to guide policy dialogue and future programming.
