Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: A digital, Community-Based Child Labour Monitoring System (CB-CLMS) is currently being piloted in two sites (barangays) in mainland BARMM. The system intends to enhance the government's capacity to identify, refer, and monitor children who are involved in or at risk of child labour. Earlier phases of the project developed tools aligned with the ILO-IPEC Technical Note and the database components referenced in the Direct Beneficiary Monitoring and Reporting (DBMR) System. The tools were developed through series of consultation with key partners such the Ministry of Labor and Employment (MOLE), Ministry of Social Services and Development (MSSD), Ministry of Basic Higher and Technical Education (MBHTE), Department of Labor and Employment (DOLE), and relevant officials and duty bearers of pilot local government units. However, not all forms were digitised or integrated, the database is currently incomplete, initial reporting tools have not been generated, and database components were not fully operationalized. To address this gap, the Project seeks the services of an External Collaborator (consultant) to refine / enhance the database, clean and structure collected data, convert remaining paper-based tools into digital formats, and develop initial dashboards and generate reports.
