Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO Project Office for the State of Qatar is seeking an external collaborator to support two flagship initiatives under its Technical Cooperation Programme: the Qatar Establishment Skills Survey (QESS) and the development of joint policy briefs with Qatar Foundation (QF). The consultant will work closely with the service provider contracted for QESS data collection, liaising with the ILO and the Ministry of Labour to support survey preparation, facilitation of enumerator training, pilot testing, monitoring of implementation, and review of outputs. The consultant will also contribute to the validation and analysis of results, ensuring high-quality data and policy-relevant insights to inform national employment and skills strategies. In parallel, the consultant will coordinate with QF counterparts to analyse data and draft a set of co-branded policy briefs, finalized for dissemination through events and online platforms.
