Dear Bidder, The International Labour Office (ILO) is seeking an individual to undertake work as an External Collaborator. Below is the summary of the work to be performed : Conduct the final independent evaluation of the Empowerment Through Education and Learning (ETEL) Egypt Project (October 2023–September 2026), including the approved no-cost extension. The evaluation will assess the project's relevance, coherence, effectiveness, efficiency, impact, and sustainability in preventing and eliminating the worst forms of child labour in Cairo, Qalyubia, and Assiut. It will review project achievements, implementation strategies, partnerships, institutional strengthening, child protection interventions, and alignment with national priorities, the ILO Decent Work Agenda, and the Sustainable Development Goals. The assignment includes reviewing project documentation, conducting stakeholder consultations and field visits, analysing qualitative and quantitative data, validating findings, and preparing the inception, draft, and final evaluation reports in accordance with ILO evaluation guidelines. The evaluation will identify lessons learned, good practices, and evidence-based recommendations to inform future child labour programming and policy development.
