Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The Individual Consultant will lead the development of a sectoral policy paper on operational challenges and opportunities in Ukraine’s transport sector. The assignment includes conducting research and drafting (desk review and mapping); ensuring analytical coherence and alignment with relevant international frameworks and ILO standards; and leading the conceptual framing and structure of the sectoral paper. The Consultant will design the adequate development of strategic interview tools and ensure that findings generated through stakeholder consultations (interviews), are systematically consolidated and integrated into the analysis. The Consultant will draft the sectoral policy paper, ensuring policy relevance in the transport sector, while integrating cross-cutting decent work issues and referencing applicable ILO standards. The Consultant will prepare materials for the validation workshop, lead the preparation of the workshop summary report, draft elements for external communication, and finalize the publishable policy paper incorporating stakeholder feedback.
