The United Nations intend to issue a solicitation in the next few months to establish a global system contract for the provision of overhead protection and ballistic observation towers to support the United Nations Peacekeeping Missions. The Global System contract allowing all UN entities to place Purchase Order directly with the contract awarded Vendor (s) as per prices, terms and conditions stated in the final contract for the supply of ballistic observation tower will be awarded for an initial period of three (3) years with an option to extend for two additional 1-year periods (3+1+1) at the sole discretion of the UN and upon satisfactory performance of the contractor.The United Nations would like to understand some key aspects of the current market situation. This comprehensive questionnaire is designed to gather detailed information and identify solutions from manufacturers and suppliers regarding the suitability and availability of overhead protection and ballistic observation tower options for UN field missions. The questionnaire is divided into two parts: Part 1 - Overhead protection Part 2 - Ballistic Observation Towers and Ground Level cabins Please refer to the background information provided at the start of each part to understand the solutions that are needed and the current threat levels in UN Field environments The bidder shall provide details for all the questions mentioned below. PART 1: OVERHEAD AND SIDE BLAST PROTECTION FOR PREFABRICATED BUILDINGS FOR 2 SCENARIOS: a) Background: The information on solutions is requested that can provide both overhead and side protection for prefabricated buildings made from composite/sandwich panels (with footprint of 7 x 4 meters or 21 x 4 meters (L xW)) or modified sea containers or tents (human occupancy). b) Threat Levels: The current threat from indirect fire and drone threat faced by UN field environments are as follows and the offered solutions for scenario 1 and scenario 2 shall consider these: Overhead protection: O1: Indirect fire direct hit on top with mortars up to 82 mm O2: Indirect fire direct hit on top with mortars 120 mm and rockets 107 mm O3: Indirect fire direct hit on top with 155 mm artillery and 122 mm rockets Side protection: S1: Direct fire hit on the side with assault rifles 7.62 mm AP S2: Direct fire hit on the side with heavy machine guns 12.7-14.5 mm AP S3: Direct fire hit on the side with shoulder-fired anti-tank weapons with shaped charge S4: Near miss (5m) with 155 mm artillery and 122 mm rockets. c) Product Information for Scenario 1: RETROFITTING OF EXISTING BUILDINGS (Require work/modification on the existing structures) - Please answer the following questions by proposing products for scenario: where the proposed products are added directly to the existing structure - prefabricated buildings or modified sea containers or tents (human occupancy) 1. Please provide the details of the proposed product by providing brochure/catalogues/ any other form like videos, layouts, which defines material, thickness, properties, strength, weight and other relevant information. 2. Considering the threat levels mentioned above – Part 1b, please provide details of threat levels that the offered product can protect from, including relevant codes and standards. How can it be tailored and modularized to suit different threat levels? 3. Please provide any test reports, if available that show the capacity of the products for different threat levels. 4. How much time does it require to install the products? 5. Does the installation of the product require specialized tools or heavy equipment? Please elaborate on installation. 6. Are the proposed solutions rapidly deployable? 7. How is the proposed product packed and transported? Please provide details. 8. Can the proposed solution be used multiple times, in terms of assembly and disassembly? 9. How the proposed material behaves after being hit by mortars/rockets. 10. Please provide details on end life of the proposed product and impact on environment on disposal, if not recyclable. 11. Please provide estimated price range of your proposed product preferably in ‘per square meter’ or complete unit for informational purposes only and as a part of preliminary research. 12. The UN may requires bids for a 5-year duration contract. Do you consider a backup manufacturer, given the long-term commitment? How do you intend to manage the price variability? d) Product Information for Scenario 2: STANDALONE SOLUTIONS (no work/modification on the existing structures) - Please answer the following questions considering the scenario- where the proposed products are installed without making changes to the existing prefabricated buildings to provide protection. 1. The details of the proposed product by providing brochure/catalogues/ any other form like videos that define material, thickness, properties, strength, weight and other relevant information. 2. Considering the threat levels mentioned above – Part 1b, please provide details of threat levels that the offered products can protect from, including relevant codes and standards . How can it be tailored and modularized to suit different threat levels? 3. Please provide any test reports, if availablethat show the capacity of the products for different threat levels. 4. Layouts of standalone solutions if any. 5. How much time does it require to install the products (including assembly, if applicable)? 6. Are the proposed solutions rapidly deployable? 7. Does the installation of the product require specialized tools or heavy equipment? Please elaborate on installation. 8. How is the proposed product packed and transported? Please provide details. 9. Can the solution be easily dismantled and assembled again? 10. How the proposed material behaves after being hit by mortars/rockets. 11. The details on end life of the proposed product and impact on environment on disposal, if not recyclable. 12. Please provide details of the estimated price range of the product including all components, preferably in ‘per square meter’ for informational purposes only and as a part of preliminary research. 13. PART 2: OBSERVATION TOWERS AND GROUND LEVEL CABINS a) Background: The information is sought on solutions available in the market for Ballistic Observation Towers and Ground Level cabins with proven design testing for different threats levels, rapid deplorability, and easy installation. b) Threat Levels: The current threat levels faced by UN field environments are as follows and offered solutions shall consider these: • Threat Level 7.62 x 39mm - FMJ/PB/FeC • Threat Level 7.62 x 51mm/308 Win - FMJ/PB/SC • Threat Level 7.62 x 51mm/308 Win - FMJ/PB/HC (FMJ - Full Metal Jacket, PB - Pointed Bullet, SC - Soft Core, HC - Hard Core) c) Product Information: Please answer the following questions. 1. Please provide details of the proposed product by providing brochure/catalogues/ any other form like videos that define material, thickness, properties, strength, weight and other relevant information. 2. What is the area(sqm) offered in your Ballistic Observation tower and in the Ground level cabin? How many people can you accommodate in each of them? 3. What is the height range for a ballistic observation tower offered? 4. What is the foundation system for the proposed products? 5. Considering the threat levels mentioned above – Part 2b, please describe the type of threat levels that the proposed products can offer for ballistic protection, and the related codes/ standards applied for all material including glass, metal or other for your offered products. 6. How is your product packed and shipped to an international location? 7. What is the expected lifespan for your product? 8. Can the proposed solution be used multiple times, in terms of assembly and disassembly? 9. How much time does it require to install the products? 10.
