The United Nations Global Service Centre (UNGSC) invites qualified firms to submit their Expression of Interest (EOI), for the preparation of a Strategic Plan and Capital Master Plan for the United Nations Global Service Centre (UNGSC) Facility located in Brindisi, Italy. Overview: The Strategic and Capital Master Plan will serve as a strategic framework to optimize the UN’s existing infrastructure assets, ensuring they align seamlessly with the organization’s evolving operational requirements and sustainability goals. This initiative will enable the UNGSC to effectively maintain its current infrastructure while modernizing facilities with state-of-the-art solutions, enabling the efficient delivery of critical global services. Objectives The objective of this EOI is to identify experienced and capable firms that can develop a comprehensive Strategic Plan and Capital Master Plan. These plans will guide the future development and optimization of the UNGSC Facility, ensuring it meets the evolving needs of the UN's global operations. The main objectives of this consultancy are to: • Assess the current condition and utilization of UNGSC facilities in Brindisi, Italy. • Develop a comprehensive, data-driven ICMP aligned with the UN’s strategic objectives and sustainability goals. • Provide actionable recommendations for capital investments, maintenance, and optimization of infrastructure. Brief Scope of Work The development of the Strategic and Capital Master Plan involves four key phases: Assessment and Data Collection, where stakeholder consultations, infrastructure audits, and needs assessments identify gaps and requirements; Strategic Planning, which includes scenario analysis and integration of sustainability principles aligned with the UN’s SDGs; Plan Development, development of a phased implementation plan focusing on prioritizing capital investments and drafting a comprehensive ICMP document with actionable recommendations; and Final Presentation, providing a phased implementation plan with timelines and cost estimates for review and approval. Specific Requirements: The RFP will provide detailed information, including the Scope of Work, Technical Evaluation Criteria, and other requirements, however, Vendors expressing interest should possess the following qualifications: o Proven expertise in infrastructure planning, design, and management. o Experience operating in complex, multi-stakeholder environments. o Familiarity with international standards and, preferably, United Nations procurement processes. o A strong track record of successfully delivering comprehensive and actionable infrastructure master plans. Vendors must be registered with the United Nations Global Marketplace (UNGM) at a minimum of the Basic Level. Vendors not registered with UNGM will not be eligible to participate in the RFP. Vendors possessing the following attributes are strongly encouraged to submit an EOI: o Disability-Inclusive Organizations: Actively promoting inclusivity for persons with disabilities. o Commitment to Gender Equality: Demonstrated efforts to achieve gender parity. o Woman-Owned Businesses: Recognized status as a business owned by women. o Entities from developing countries, economies in transition, or least developed countries.
