Dear Bidder, The International Labour Organization (ILO), through the EU-funded project “EU Support to Improved Quality of VET Education – EU4Education and Employment”, is launching an open call to establish a roster of External Collaborators to support the development of Occupational Standards (OS) and Qualification Standards (QS) in Bosnia and Herzegovina. The assignment includes facilitation of Working Groups, drafting and revision of OS and QS using ILO/EU4EDUCATION templates, application of the European Qualifications Framework (EQF), preparation of quality assurance notes and participation in validation sessions with competent authorities. A total of 13 Occupational Standards and 9 Qualification Standards will be developed during the period January 2025 – September 2026. Multiple External Collaborators will be contracted in parallel under this TOR, each responsible for a defined subset of OS and/or QS, while operating under a common methodology and coordination framework led by the ILO. Bidders may apply to one or more Lots: Lot 1 – Occupational Standards development Lot 2 – Qualification Standards development Lot 3 – Combined OS and QS development Work will be conducted through a mix of desk research, online tasks and in-person Working Group meetings. Travel within Bosnia and Herzegovina may be required and will be reimbursed according to ILO rules. The expected outputs include draft and final standards, facilitation reports and participation in validation sessions. Contracts will be deliverables-based and issued under the ILO External Collaboration Contract (EXCOL) modality.
