Terms of Reference (summary): ITC seeks to contract, for up to 12 months, one or more training institutions, industry associations or private companies, with a presence in El Salvador, to implement tourism related technical, vocational and soft skills training programmes for youth, women and returned migrants. The Ilamatepec project foresees to equip between 1,500 and 3,000 Salvadorean youth, women and returned migrants with market-relevant technical and vocational skills by the end of the project in 2027 using the Skills for Inclusive Employment (SKIE) model. The SKIE model is an ITC results-based approach to skills development and employment creation that will be delivered as part of the Ilamatepec project. The mechanism ensures training programmes will lead to job placements or self-employment through the industry partnerships and start-up support from TVET institutions. The Objectives of the selected contractor(s) will be to: Train Salvadorean youth, women and returned migrants in the project’s target locations (zone 1, 2, 3 and 4* as detailed below) with market-relevant technical, vocational and power skills for the tourism sector. Arrange on-the-job experience with private sector organisations for trainees. Secure employment/ self-employment for at least 50% of trainees. *The project’s target zones are the following: Zone 1: Ahuachapán Norte y Centro, Santa Ana Centro, Sur y Este, Sonsonate Norte y Este, La Libertad Oeste.
