Description of the Assignment:  The MTR team will consist of two independent consultants that will conduct the MTR - one international team leader (with experience and exposure to projects and evaluations in other regions globally) and one national consultant from China who speaks the language.The MTR team will review all relevant sources of information including documents prepared during the preparation phase (i.e. PIF, UNDP Initiation Plan, UNDP Social and Environmental Screening Procedure/SESP), the Project Document, project reports including annual PIRs, project budget revisions, national strategic and legal documents, and any other materials that the team considers useful for this evidence-based review. The MTR team will review the baseline GEF focal area Core Indicators/Tracking Tools submitted to the GEF at CEO endorsement, and the midterm GEF focal area Core Indicators/Tracking Tools that must be completed before the MTR field mission begins.  The International Consultant (Team Leader) is responsible for overall report structure, final writing, synthesis of findings, leading the presentation of initial findings, and managing the audit trail response. Period of assignment/services: Expected Jun 2026 – 30 Sep 2026 Proposal should be submitted directly in the portal no later than indicated deadline.Any request for clarification must be sent in writing via messaging functionality in the portal.
