Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: Summary of Work The consultant will undertake an applied research study on structural transformation and the just transition in Côte d’Ivoire. The work will analyse the economic, institutional, and business environment constraints that shape productive dualism, low productivity, and limited diversification, with particular attention to MSMEs and firms operating in services and agri-business. It will also examine how the existing climate and industrial policy architecture—including the NDC 3.0, the Sustainability-Linked Financing Framework, and related fiscal and regulatory instruments—supports or constrains enterprise investment in low-carbon, climate-resilient development. Key Objectives The study will: (i) diagnose enterprise-level and systemic barriers that hinder productivity upgrading, market integration, and green investment; (ii) assess the coherence between national climate objectives and the enabling conditions required for firms to contribute to structural change; (iii) identify targeted policy, institutional, and financial instruments that can de-risk investment and enhance competitiveness in sectors critical for diversification; and (iv) analyse pathways to increase economic complexity and integrate domestic enterprises into higher-value regional and global value chains. The findings will inform a practical advocacy framework to guide employer organisations’ engagement in a collaborative model of industrial policy. Deliverables The consultant will produce a report and a presentation of findings to national stakeholders.
