Dear Bidder, The International Labour Office (ILO) is looking for a consultant to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO is seeking a consultant to strengthen labour inspection mechanisms for the recruitment of Ethiopian migrant workers through private employment agencies. The assignment will assess existing inspection mechanisms, identify gaps and good practices, and develop a tools development and training plan. It will then develop or review practical inspection tools and guidelines, including a compliance manual, checklists and SOPs, aligned with Ethiopian legislation, international labour standards and ILO fair recruitment guidance. The consultant will pilot and validate the tools with relevant federal and regional inspectors and regulators, finalise them based on stakeholder feedback, and facilitate capacity-building, practical orientation and peer learning for labour inspectors and relevant MoLS units. The assignment will also support dissemination and uptake of the tools and their complementarity with E-LMIS and national labour inspection planning. Key outputs include an inception report, needs assessment/gap analysis, draft and final tools and guidelines, validation report, training materials and a capacity-building/dissemination report.
