Objectives and Purpose The objectives of this initiative are:   to increase efficiency and effectiveness in the processes and procedures for handling child victims, witnesses and alleged offenders to provide a facility that ensures a protected environment for the child victim/witness and or offender during trial in court to improve the quality and accuracy of children’s evidence, by addressing re-traumatization of child victims and witnesses in the criminal justice system.                                                                                               The proposed company/team will support the establishment and maintenance of the audio-visual equipment in fifteen High  Courts (Kuliyapitiya, Tangalle, Ampara, Panadura, Badulla, Nuwara-Eliya, Rathnapura, Kegalle, Negambo, Trincomalee, Puttalum, Gampaha, Polonnaruwa, Vavuniya, Kilinochchi), fifteen associated Judicial Medical Service Providers from the same localities and the Department of Forensic Medicine of the Kelaniya Medical Faculty [considering it being a University Center of excellence and its proximity to Gampaha and Negambo].   As such, the contracted company is expected to provide the following technical assistance and equipment as part of the bidding process for this service:   Supply, deliver, install and provide the training necessary to establish the audio-visual solution to fifteen High Courts (Kuliyapitiya, Tangalle, Ampara, Panadura, Badulla, Nuwara-Eliya, Rathnapura, Kegalle, Negambo, Trincomalee, Puttalum, Gampaha, Polonnaruwa, Vavuniya, Kilinochchi), Each court room will be connected with a child friendly room in the same court complex which is about 200 meters away from the Court House. This is to enable the child to give evidence without having to come to the courthouse where the accused and general public are present. The medium of connection would be the Internet and/or physical connection (if required) between Court House and the proposed child-friendly room.     Supply, deliver, install and provide the training necessary to connect the Court House Room (where the judge, lawyers etc are) with rooms of fifteen Judicial Medical Service Providers [Office of the Judicial Medical Officers (JMO) in Kuliyapitiya, Tangalle, Ampara, Panadura, Badulla, Nuwara-Eliya, Rathnapura, Kegalle, Negambo, Trincomalee, Puttalum, Gampaha, Polonnaruwa, Vavuniya, Kilinochchi and one Department of Forensic Medicine of the Kelaniya Medical Faculty. This is to enable the Judicial Medical Officers or any other witnesses, including children, to give evidence without having to come to the courthouse costing their time and money. The medium of connection would be Internet only.   Support courts that do not have Zoom Accounts to establish Zoom accounts and demonstrate connecting all three parties ((a) Court House Room, (b) Child friendly room and Office of the (c) Judicial Medical Officer /Faculty of Medicine) in each setup.   Two years warranty and onsite maintenance, starting from the date of handover of the systems to the satisfaction of the Ministry of Justice and UNICEF.   Throughout the process, the contracted company/team will work closely with officials of the relevant High Courts, the Judicial Medical Officers and Officials of the University Faculty of Medicine as well as UNICEF teams’ officers.
