Terms of Reference and Call for Expressions of Interest Eliciting insights from garment workers – Baseline data  collection in Pakistan BACKGROUND  Better Work – a collaboration between the International Labour Organization (ILO) and the International Finance Corporation (IFC) – is a comprehensive programme bringing together all levels of the apparel industry to improve working conditions and respect of labour rights for workers and boost the competitiveness of apparel businesses. Currently, the programme is active in almost 2,300 factories employing more than 3.5 million workers in 13 countries.  As well as conducting compliance assessments, advisory and training in factories, Better Work collaborates with government agencies to improve labour laws and with multinational buyers to ensure their collaboration and support toward sustainable compliance. It also advises unions and employers’ representatives on how to give workers a more significant say in their lives and works with donors to help achieve their broader development goals. Better Work’s vision is a global apparel industry that lifts millions of people out of poverty by providing decent work, empowering women, driving business competitiveness, and promoting inclusive economic growth.  Better Work (BW) Pakistan was established in 2022 as a three-year pilot intervention, following the signature of a formal Memorandum of Understanding between the federal Ministry of Overseas Pakistanis and Human Resource Development, the provincial Governments of Sindh and Punjab, the ILO Country Office and Better Work. To date, BW Pakistan encompasses 119 factories, employing around 200,000 workers, 13% of whom are women. As part of its core factory services, the programme assesses workplace conditions of enrolled firms against international labour standards and national labour law, while simultaneously advising and training enrolled factories on how to improve compliance. OBJECTIVE In 2023, BW Pakistan launched baseline survey efforts to gather factory management’s insights into business performance, sector competitiveness and compliance levels with labour standards. The programme is now seeking to contract a data collection partner to conduct additional data collection efforts to better understand the economic, health, and social well-being of workers working in Better Work and non-Better Work factories. Survey data is to be collected between August and September 2025 from an approximate sample of 1,500 workers (30 workers per factory), proportionally split between 40 BW and 10 non-BW factories. Please note, the contract is for data collection only, no significant analysis and only short report writing is required in this contract. SCOPE OF WORK  The contracted data collection partner is expected to: 1. Liaise with BW Pakistan team, BW Global Research & Impact team, and affiliated research partners to translate (in Urdu/Sindhi) and pilot the data collection tool. 2. In close collaboration with BW Pakistan team, train data collectors and coordinate the collection of the survey data.  3. Send the cleaned raw data to BW teams and affiliated research partners. TASKS AND DELIVERABLES The expected timeline of this project is 11 August – 31 October 2025.  The following set of deliverables (with corresponding tentative timeline) are expected to guide the work of the contracted data collection partner:  Deliverable 1. Data collection implementation plan, outlining the finalized survey tool, sampling and consent procedures, factory engagement approach, and a timeline for fieldwork. Expected completion date: 20 August 2025 2. Raw datasets from worker survey as well as transcripts in English of interviews/focus froup discussions with committee members. Expected completion date: 5 October 2025 PAYMENT SCHEDULE  The contracted data collection partner will be paid upon satisfactory completion of deliverables and upon receipt of signed invoices. A tentative payment schedule is provided below:    Condition Payment   Upon successful completion of Deliverables 1     30% Upon successful completion of Deliverables 2     70%   REPORTING  The consultant(s) will report to Nikita Grabher-Meyer, Better Work Research & Impact Technical Officer, [email protected]. CONFIDENTIALITY AND NON-DISCLOSURE    All data and information received and collected for the purpose of this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to IFC and ILO.
