Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The International Labour Organization (ILO) seeks an experienced international evaluator to serve as Team Leader for the final independent evaluation of the “Migrant Advocacy for Rights” (MARs) project (2023–2026) in Thailand. The project aims to strengthen migrant workers’ rights in informal agriculture and manufacturing sectors through worker organizing, policy reform, and improved enforcement of labour laws. The evaluation will assess project performance against OECD-DAC criteria, including relevance, coherence, effectiveness, efficiency, sustainability, and impact. It will cover key outcome areas such as migrant worker organizing, fair recruitment and migration governance, and labour law enforcement mechanisms. The Team Leader will be responsible for the overall design and implementation of the evaluation, including methodology development, data analysis, and preparation of all deliverables. The assignment will involve a mixed-methods approach, including desk review, key informant interviews, and focus group discussions with migrant workers and stakeholders. Field visits to selected project areas in Thailand may be required. The Team Leader will coordinate the work of a national consultant and ensure the quality and timely delivery of all outputs, including the inception report, draft and final evaluation reports, and dissemination materials, in line with ILO evaluation standards.
