Indonesia's Community Health Workers (CHWs) play a crucial role in Primary Health Care (PHC) transformation, yet their contributions remain unorganized and under-supported, limiting their impact. Recognizing this, the RPJMN 2025#2029 prioritizes CHW institutionalization as a key PHC investment. Recent regulations (MoH Regulation No. 19/2024 and MoHA Regulation No. 13/2024) expand the role of Posyandu and CHWs, requiring stronger governance at national and sub-national levels. To support this, UNICEF is assisting the Government of Indonesia in developing operational guidelines for CHW institutionalization, outlining key actions for district-level implementation. A pilot program is now essential to assess barriers and enablers for effective implementation. UNICEF seeks an institution to support the pilot, stakeholder engagement, and evaluation, working closely with MoHA, MoH, and sub-national governments to ensure sustainable integration of CHWs into the PHC system.
