Objectives of the assignment In order to accelerate the recovery of the private sector and its contribution to social cohesion and stability of the country, this study aims to assessing private sector engagement, contribution to catalysing early recovery and its engagement within the humanitarian sector. The key objectives of the intended study will be achieved through addressing the following: Review the current involvement of the private sector in humanitarian efforts in Yemen, Map key private sector actors (e.g., businesses organizations, chambers of commerce, financial institutions) active in the country, its representativeness and how they are involved in humanitarian activities, Identify and analyse the private sector’s role in critical sectors (food security, healthcare, education, logistics, energy, WASH), Assess bottlenecks at policy and operational level (regulatory, financial, accessibility and security,) hindering private sector engagement in the humanitarian relief and crisis recovery, including knowledge and training gaps. Identify opportunities for collaboration between humanitarian actors, donors, UN agencies, and businesses, in the humanitarian sector, Provide recommendations for enhancing the role of the private sector in addressing the humanitarian crisis. Including areas for partnerships and networking. Identify specific barriers and opportunities for women entrepreneurs and workers. Proposed methodology Under the coordination of the ILO and the Resident Coordinator’s Office and in collaboration with the Federation of Yemeni Chamber of Industry and Commerce, the consultancy company will be asked to develop a research methodology including the following elements: Desk Review: After a socio-economic introduction on the Yemeni context, including a brief diagnostic of the private sector, the consultancy company will analyse existing reports, strategies, humanitarian plans, policies and data on Yemen economy, including about the humanitarian plans and the contribution of the private sector to the humanitarian relief efforts. The consultancy company will focus in sectors of critical importance for the humanitarian response and job generation, such as agrifood, construction, manufacturing and service sectors. He/she will be in charge of compiling good practices and case studies showcasing private sector engagement in different sectors at national level and also will initiatives from other conflict countries. Organisation of a workshop/meeting with the UNCT to present the objectives and set up a working group: To ensure a collaborative and well-informed approach, a workshop/meeting will be organized with the United Nations Country Team (UNCT) to present the objectives of the study and establish a dedicated working group. This workshop will serve as a platform to engage key stakeholders, gather insights, and align efforts for enhancing private sector engagement in Yemen’s humanitarian and economic recovery. Primary Data Collection. The consultancy company, in close partnership with the FCYCC will design and questionnaire to analyse the challenges for local companies to participate and engage with humanitarian actors that will be distributed through business organizations to outreach as much companies as possible. After the survey, the consultancy company will conduct at least 10 Key Informant Interviews (KIIs): With business and sectoral organizations, humanitarian agencies, large enterprises and government officials to complement the information provided in the survey. Finally, 3 focus groups discussions will be organized, once with companies engaged with humanitarian actors, a second one with employers and business membership organizations and a third one with humanitarian and development actors. Finally, the consultancy company will gather all the information and will produce a report including a brief summary with concrete actions supporting private sector engagement with humanitarian actors. This brief will give concrete recommendations for an engagement with humanitarians that pave the way for longer term sustainable development with the active participation of the Yemeni private sectors. Specific conflict-sensitive approaches will be addressed to ensure that the support “do no harm” and contribute to social cohesion through private sector development. A gender sensitive approach will be integrated. A final restitution workshop will be organised with the working group and key stakeholders to present and validate the main recommendations. The assignment and all their deliverables are expected to be completed withing 3 months from the contract signing date.
