UNICEF East Asia and Pacific Regional Office is seeking a qualified institution for the provision of Capacity Building on Adolescent Health Programming in East Asia and Pacific Region in reference to LRPS-2025-9198040 through UNICEF/UNGM online submission system which your company is invited to participate. Background More than 16% of the world’s population are adolescents, aged between 10 to 19 years. There are approximately 329 million adolescents in the East Asia and Pacific Region (EAPR) making up a quarter of the world’s adolescent population. As countries progress towards achieving the maternal and newborn health related SDGs, the demographic and epidemiological transitions have contributed to emerging issues related to adolescent health.Not only do adolescents suffer significant mortality and morbidity, but most adult health problems, including mental disorders, HIV, lung cancer and heart disease, have their roots in attitudes and behaviors that start during the second decade of life1. Adolescent responsive health systems are key to achieving Universal Health Care (UHC),worldwide across all regions. There is evidence for effective interventions to improve adolescents’ health and development, and consensus about priorities for action, in terms of what needs to be done and how2. Governments with UNICEF support have adopted several innovative approaches to address adolescent health issues within PHC in countries in the EAPR. Approaches including continuum of care, multisectoral action, community and youth engagement have been applied. Furthermore, young people in the region play an important role as beneficiaries and agents of change in participatory platforms, as well as supporting partnerships towards social change.However, there is a need to further strengthen the capacity of programmers and policy makers to improve adolescent health programming and its integration within Primary Health Care. Objectives, Purpose & Expected results The purpose of this technical assistance is to strengthen the capacity of UNICEF country office staff, governments, and non-government stakeholders on programming for adolescent health and wellbeing within Primary Health Care (PHC). Building upon existing training this will involve collaboration with the national academic institutions, UN agencies including WHO/UNFPA/UNAIDS and other partners. The objective is to develop a toolkit to build capacities for programming for adolescent health and wellbeing in countries. The good practices emerging from this region can be applied to similar countries elsewhere. The deliverables and outputs from this work may be utilized in countries across East Asia and the Pacific Region (EAPR) as well as other countries with similar typology such as LMICs (Lower Middle-Income countries) and MICs (Middle Income countries) in other regions such as Middle East and North Africa Region (MENAR) and Latin America and the Caribbean Region (LACR). Location and Duration - The contract starting date is estimated to be August 2025, or as early as possible, upon counter signature of the contract. All deliverables are expected to be completed by end of December 2025. - The assignment will be completed at the institute’s premises and in the countries of interest.
