The International Labour Organization (ILO) is seeking a qualified consultant to conduct an evaluability review of the THAMM Plus project — a four-year, EU-funded initiative (2023–2027) that promotes legal migration and skills partnerships between Egypt, Morocco, Tunisia, and EU Member States. This fully remote consultancy will focus on assessing and strengthening the project’s monitoring and evaluation (M&E) framework, refining its theory of change and indicators, and ensuring coherence with ILO and EU standards.
