The World Health Organization (WHO) Philippines is looking for an institutional contractual partner to create options for a revised PhilHealth TB-DOTS benefit package, ensuring it aligns with the Comprehensive TB Elimination Plan Act of 2016 and the Universal Health Care Act of 2019, while conforming to PhilHealth claim processing requirements. The benefit package should be grounded in current TB treatment protocols and procedural guides and cover all stages of care from TB screening to post-treatment follow-up as well as drug-resistant TB noting that most frequently only part of the package will be reimbursed. The package will comprehensively cover items not provided by other programs (e.g. drugs) or other benefit packages (e.g. Konsulta). The package may potentially differentiate infection management across various life stages. It must consider the grouping of unique services, the cost of TB healthcare in relation to economies of scale, and the facility engagement process and requirements. Additionally, it should account for PhilHealth's claim processes and provider payment options. The recommended package should be forecasted for integration into the comprehensive outpatient benefit package under the UHC, and include the design of monitoring strategies and measures within the PhilHealth context to ensure quality assurance of the utilized benefits.
