Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultant will serve as the Engineer to supervise and monitor the construction of a Public Employment Services (PES) Centre in Jigjiga, ensuring quality assurance, adherence to labour-based approaches, and compliance with ILO standards. Tasks include preparing for project commencement, overseeing contractor mobilization, verifying conformity to technical specifications and decent work principles (including OSH), and ensuring environmental and social safeguards are integrated into supervision. The consultant will develop performance indicators, monitoring tools, and a quality assurance plan; supervise daily work; ensure the use of local materials; assess risks and propose mitigation measures; and report on physical progress, employment creation, and skills development. The consultant will also liaise with stakeholders, confirm payment certifications, and produce progress and completion reports, while representing ILO in technical meetings when required.
