RFP-2025-20: The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder - a Non-Governmental Organisation only (NOT for individual consultant) - and select a suitable contractor to carry out tasks as a Communication and Consultation Facility (CCF) to support the participation of the Non-Governmental Organisation (NGO) Delegation to the UNAIDS Programme Coordinating Board (PCB) during a two-year period starting from 1 January 2026 till 31 December 2027. The Scope of Work includes but is not limited to the following core functions: 1. Internal communication: Organize and support strategic and operational internal communication within the NGO Delegation. 2. External communication: Manage all multilingual, inclusive, and accessible external communication with stakeholders of the PCB and NGO Delegation. This includes editorial oversight, contract management with consultants, and production of at least two high-quality summary bulletins annually, translated into Arabic, Chinese, French, Russian, and Spanish. 3. Content production for external channels: Planning, creation, and dissemination of content for the website, social media, and other platforms. Ensuring content is timely, relevant, and aligned with advocacy goals, and promotes engagement with broader civil society. 4. Delegate recruitment: Coordinate the end-to-end logistics and communication of the recruitment process for new NGO Delegates, ensuring transparency, inclusivity, and adherence to timelines. 5. Orientation of new delegates: Design and implement comprehensive orientation programmes in coordination with UNAIDS, including pre-orientation materials, onboarding sessions, and mentorship support, in collaboration with the NGO Delegation.  6. NGO Annual Report coordination: Provide technical, editorial, and administrative support for the development of the annual NGO Report, including close coordination for UNAIDS technical assistance, timeline management, stakeholder input coordination, and translation into Arabic, Chinese, Russian, and Spanish. 7. Document storage and archival: Maintain a secure, searchable, and user-friendly digital archive of all reports, communications, and key documents to ensure institutional memory and accessibility. 8. Website and social media maintenance: Ensure continuous functionality, security, and content freshness of the NGO Delegation’s website and social media platforms. Administer hosting plans and provide analytics reports to inform communication strategies. Support dissemination of all outcomes of the work of the NGO Delegation to the target audience described in the strategic communication plan via website and media platforms. 9. Travel arrangements: Coordinate travel and logistics for CCF and NGO Delegates, ensuring cost-effectiveness, compliance with UNAIDS policies, and timely support. 10. Consultant/s contract management: oversee the competitive selection, contracting, and performance monitoring of consultants (e.g., researchers, facilitators, editors, translators), ensuring quality and timely delivery. 11. PCB meeting coordination: provide comprehensive logistical, technical, and strategic support to the NGO Delegation during PCB meetings, including coordination with stakeholders UNAIDS Secretariat, Cosponsors, previous NGO Delegates, and CSOs Observers and organization of side events.
