Understanding climate technology needs is the starting point for effective action on climate change. By understanding climate technology needs we can determine how to reduce greenhouse gas emissions and adapt to the adverse impacts of climate change. To determine climate technology priorities, countries undertake technology needs assessments. A Technology Needs Assessment is grounded in national sustainable development plans, builds national capacity, and facilitates analysis and prioritization of climate technologies to support the implementation of the UNFCCC Paris Agreement. Technology and technological change offer the main possibilities for reducing future emissions and achieving the eventual stabilization of atmospheric concentrations of GHGs. Therefore, supporting developing countries to conduct effective Technology Needs Assessments and implement Technology Action Plans is instrumental for the UNFCCC process. The Technology Needs Assessment methodology is a mature process which has evolved over the more than 15 years that developing countries have used it. The Technology Needs Assessment methodology may also be useful for developing countries as they work to further develop and implement their Nationally Determined Contributions. The Technology Needs Assessment process is organized around three main activities To identify and prioritize through country-driven participatory processes, technologies that can contribute to mitigation and adaptation goals of the participant countries, while meeting their national sustainable development goals and priorities; To identify barriers hindering the acquisition, deployment, and diffusion of the prioritized technologies; To develop Technology Action Plans specifying activities and enabling frameworks to overcome the barriers and facilitate the transfer, adoption, and diffusion of selected technologies in the participant countries and policy briefs summarizing the policy relevant actions within the Technology Action Plans in a short and user friendly way; To develop concept notes for attracting funding to implement selected technologies in priority areas of national relevance.
