Individual Local Consultant to Support the Implementation of Financial Literacy Campaign in the GFT

I.Introduction and background Since 2022, the ILO’s Global Centre on Digital Wages for Decent Work, Better Factories Cambodia (BFC), and national stakeholders have promoted the transition to responsible digital wage payments to advance financial inclusion, enhance payroll efficiency and transparency, and foster greater respect for workers’ rights in the Textile, Apparel, Footwear, and Travel Goods sector in Cambodia. By working closely with employers’ organizations, trade unions, workers, the government, financial service providers, brands and buyers, and development partners, the initiative facilitated stakeholder engagement, dialogue, knowledge sharing, research, and provided training, tools, and policy guidance to scale up digital wage adoption across the industry. The fast development of the digital financial ecosystem, with improved service coverage across the country, convenient and more affordable solutions, has facilitated and accelerated the adoption of digital wage payments by factories and their workers. To date, more than 600,000 workers – the majority of whom are women - in more than 500 export factories now receive their wages through financial accounts. In the early years, wage digitization enabled workers to access their very first formal financial account, paving the way to their financial inclusion. Evidence also showed that when wage digitization is implemented responsibly—with active worker engagement and adequate support throughout the transition—it helps workers save more, manage their finances more effectively, and gain confidence in using digital financial services. Despite progress, many workers still face low levels of financial literacy, limiting their ability to make informed financial decisions amid the growing availability of diverse digital financial services. In that context, and as part of ongoing efforts to promote factory workers’ financial inclusion and well-being in Cambodia, BFC is implementing a financial literacy campaign to support garment workers in improving their understanding of digital wages and financial management. As part of this initiative, BFC is engaging a consultant to lead factory-level campaign activities, promote chatbot-based learning modules, and document the campaign's progress and impact. II.Objective and scope of work To support BFC in executing its factory-level campaign and communication activities to raise awareness and develop financial literacy skills of garment workers. The consultant will be responsible for: Developing, in consultation with BFC’s digital wage project officer and communication officer, the campaign plan, which includes strategies and activities to promote workers’ learning on the chatbot modules. Executing the campaign activities in collaboration with BFC’s staff, factories, trade unions, employer associations, and project stakeholders. Monitoring and reporting the progress of implementation, collecting data, and documenting lessons learned and the impact of the campaign. Undertaking tasks assigned by the project team and the communication officer. III.     Deliverables Deliverables Full 6-month campaign plan (Oct–Jan), including promotion strategy and content developments for Chatbot Modules and digital wage programme, overall targets, and campaign activities and materials. Templates of result trackers indicating: Number of factories enrolled Number of workers enrolled and completed chatbot modules # of factories & workers (to be discussed and agreed)        3.List of ad-hoc deliverables delivered, including but not limited to          content  creation and distribution of existing IEC materials       4. Update campaign and communication plan Due dates: 20 Oct 2025       5. Progress report indicating completed activities and ad-hoc requests against the         number of days worked and progress of results achieved Cumulative number of factories enrolled Cumulative number of workers enrolled and completed at least one module Cumulative number of worker engagement List of ad-hoc deliverables delivered Update campaign and communication plan Due dates: 15 Nov 2025      6.Final campaign report indicating completed activities and ad-hoc requests                 against the number of days worked and progress of results achieved: Cumulative number of factories enrolled Cumulative number of workers enrolled and completed at least one module Cumulative number of worker engagement List of ad-hoc deliverables delivered At least 2 impact stories/case studies identified and drafted Recommendations for next phase of campaign Due dates: 10 Dec 2025 I.Coordination and supervision The incumbent will work under the overall guidance of the Communication Officer and in coordination with the National Officer for the Digital Wage Project and relevant colleagues, as well as national stakeholders such as selected factory managers, employer associations, trade unions, and financial service providers, and project stakeholders. II.Level of efforts and timeline Up to 15 days of work per month. Timeline: October 01 until December 31, 2025. III.Qualification and experience The consultant must have the following experience and skills to be able to perform the tasks of the TOR: Bachelor’s degree in communications, education, social sciences, or a related field At least 3 years of experience in communication and implementing awareness campaigns or training programs, preferably in the garment or labor sector. Proven ability to work with diverse stakeholders, including factories, workers, trade unions, employer associations, and development partners. Experience with digital learning tools, especially chatbot platforms or mobile-based engagement applications. Strong communication, coordination, and reporting skills, with fluency in Khmer and working proficiency in English. Relevant media skills (including social media, design, and photography) are preferable. IV.Application Interested applicants should submit their technical and financial proposals in English.
