The World Health Organization (WHO) Regional office for the Western Pacific (WPRO) is seeking for a qualified, eligible and competent proposer to provideTechnical and Administrative Support for the Deployment of the Department of Health (DOH) Philippine Medical Team (PMT) to the Federated States of Micronesia (FSM). This requirement is anchored on the Memorandum of Understanding (MOU) on health cooperation between the Governments of the Republic of the Philippines and the FSM, which identifies, among others, the conduct of medical outreach programs in FSM by the Philippine Medical Team, capacity building, and sharing of best practices as agreed areas of cooperation. Implementation under the MOU is guided by consultation, a plan of action, and adherence to confidentiality and data privacy requirements. The proposed services will enable and streamline PMT deployments to FSM state hospitals such as Chuuk and Pohnpei by ensuring timely stipend disbursement, travel and accommodation arrangements, light procurement of mission‑essential supplies (as needed and approved), and complete financial and operational reporting consistent with WHO requirements. This operational support builds on the established DOH–FSM collaboration and follows the terms of reference for PMT outreach, which describe the objective of supplementing health services in FSM in view of shortages of specialized medical professionals, and outline roles of DOH and FSM in facilitating entry, credentialing, per diem/travel arrangements, and post‑deployment reporting.
