Dear Bidder, The International Labour Office (ILO) is looking for an individual/firm to undertake work as an External Collaborator. Below is a summary of the work to be performed: The International Labour Organization (ILO), in partnership with the International Initiative for Impact Evaluation (3ie), invites qualified consultants or research teams to submit proposals for a consultancy on the informal economy in Georgia. This assignment will complement a rapid evidence assessment by the ILO and 3ie. The objective is to explore and assess key public policy measures implemented in Georgia in recent years, examining how they interact with the informal economy, whether they enable or hinder formalization, and identifying promising practices and gaps. The findings will inform policy recommendations and practical guidance for national stakeholders. The consultant will conduct a qualitative study, mapping and engaging diverse stakeholders through interviews, focus groups, and other methods. They will develop methodology and tools (with 3ie guidance), carry out fieldwork, analyse data, and produce a report with actionable recommendations. The consultant will also present results to the Interministerial Commission on Formalization and social partners. Please note that if travel is required for this assignment, the necessary travel costs will be covered by the ILO.
