Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultant will identify and compile digital maps of the hurricane footprint using raster and shapefile formats, drawing on sources such as UNOSAT, COPERNICUS, NASA forest impact data, and Jamaican authorities. Damage layers will include building destruction, landslides, coastal impacts, and environmental losses. The consultant will measure the total and district-level area affected and produce illustrative maps. Population exposure will be estimated using gridded datasets such as WorldPop (100m) and LandScan to quantify the population residing in impacted areas. Employment exposure will be calculated using 2024 Labour Force Survey data at district level to estimate the working-age population, employment levels, and gender and age breakdowns within affected zones. The economic size of impacted areas will be assessed using nighttime light data, agricultural information, OpenStreetMap points of interest, and damaged building layers to estimate labour market impacts. Optionally, daily nighttime light data will be analysed to assess post-flood economic changes. The final output will be a policy brief summarising findings, supported by illustrative maps and a methodological annex.
