Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultant will support the ILO’s work on the development and refinement of methodologies for producing global estimates of privately imposed forced labour within the framework of the Global Estimates of Modern Slavery (GEMS). The assignment will focus on strengthening data integration and estimation approaches across countries with differing data availability and missing-data structures. The consultant will contribute to the design, assessment, and documentation of methodological approaches for combining multiple data sources, including household surveys, administrative data, forced labour surveys, and return-migrant surveys. Particular attention will be given to addressing item and unit nonresponse, integrating evidence from heterogeneous sources, and developing approaches suitable for countries with limited or no microdata. The assignment will also involve collaboration with the ILO team to produce national-level estimates for selected country typologies, assess alternative estimation strategies for forms of exploitation that are poorly captured in household surveys, and provide methodological recommendations to improve future global estimation exercises.
