It aims to work with civil society organizations and non-government organizations (CSOs/NGOs), including but not limited to national and International CSOs, sector-based and people’s organizations, academic and non-profit research institutions, social enterprises and their support institutions.SUBMISSION PROCESS Applicants must submit their proposals directly in Quantum Supplier Portal following this link: http://supplier.quantum.partneragencies.org using the profile you may have in the portal. Follow the instructions in the user guide to search for the tender using Negotiation ID in this document. In case you have never registered before, you can register a profile using the registration link shared via the procurement notice and following the instructions in guides available in UNDP website: https://www.undp.org/procurement/business/resources-for-bidders . Do not create a new profile if you already have one. Use the forgotten password feature in case you do not remember the password or the username from previous registration. Applicants shall bear all costs related to proposal preparation and submission. Note: UNDP reserves the right not to place on a roster any CSO/NGO arising from this Request for information.The United Nations Development Programme (UNDP) hereby invites you to submit your expression to the Request for Information (RFI) UNDP-UKR-01180 from non-governmental organizations (CSOs/NGOs). Interested CSOs/NGOs are requested to fill out the questionnaire in this portal, attaching all supporting documentation where specifically requested. If you are an international NGO, please provide information and documentation relating to your permits and licenses for your local presence in UkrainePlease note that attachments should be provided to support each answer to the questions. All questions must be answered directly and clearly. Extraneous information that are not directly responding to the questions will only constrain the ability of UNDP to positively assess the CSO/NGO’s alignment with UNDP requirements.Categorization Criteria (Roster):Based on the analysis of the information and documentation provided in response to this RFI and the Capacity Assessment Checklist (CACHE), UNDP will determine if a CSO or NGO may or may not be placed on the roster for a thematic area for rapid engagement, when required. After completion of the process only eligible and qualified entities will be placed in the roster and informed accordingly.The eligible and qualified CSOs/NGOs will be categorized into four bands based on their years of experience and implementation capacity requirements, as outlined below:Band 1: To receive funds up to 150,000 USDBand 2: To receive funds up to 500,000 USDBand 3: To receive funds up to 1,000,000 USDBand 4: To receive funds above 1,000,000 USDOnce the roster is developed, CSOs/NGOs will be invited based on their assessed capacities to undertake various activities under the thematic areas and aligned with the assigned bands.UNDP will establish a roster as a result of this RFI. The roster will be valid for a period of three (03) years (2026-2028). The roster will be updated by UNDP as and when required on need basis. At UNDP’s discretion, a new roster round, whenever required, will be run to add new CSOs/NGOs to ensure an adequate volume of CSOs/NGOs with sufficient capacity are maintained on the roster.CSOs/NGOs that would have already been rostered under this process will not be required to participate in future rounds. However, if these rostered CSOs/NGOs believe their capacity has been increased after a certain period, they may submit a direct request letter to UNDP to reassess and upgrade their status to a higher band.
