Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO seeks an external collaborator to contribute to a methodology/toolkit on preventing and addressing risks of informalization. The assignment will strengthen the enterprise and employer economic perspective, focusing on profitability, productivity, compliance costs and the conditions affecting the viability of formal status. The consultant will review existing materials and produce a concise (12–15 pages) analytical document with insert-ready content. This includes developing a framework analysing when informalization becomes economically rational and proposing content on enabling conditions for sustainable formality. The assignment is home-based (May-July 2026, 10-15 working days total) with virtual coordination. Candidates should have expertise in labour economics, enterprise development and informality policy, and experience producing practical analytical tools. Experience with EMBOs will be highly regarded.
