Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The Mid-term Evaluation will assess the performance of the ILO project “Childcare in Ukraine: A systems approach to building back better” in line with OECD-DAC criteria and ILO Evaluation Policy and Guidelines. The evaluation will examine the project’s relevance, effectiveness, efficiency, impact potential, coherence and sustainability, and will generate evidence-based, actionable recommendations to support adaptive management and strategic decision-making during the remaining implementation period. Covering the full implementation period to date and all geographic and thematic components, the evaluation will assess progress toward expected outputs and outcomes, enabling and constraining factors, efficiency of management and partnership arrangements, use of resources, and prospects for sustainability and scaling-up. Particular attention will be paid to systemic changes linked to the project’s Market Systems Development approach, including shifts in incentives, partnerships, institutional capacities and social norms within the childcare ecosystem. A mixed-methods approach will be applied, combining desk review, interviews and qualitative and quantitative data analysis, with data disaggregated by sex and, where feasible, disability status. The evaluation will review the project’s Theory of Change, assumptions, risks and mitigation measures, and its responsiveness to the evolving conflict-affected context.
