UNDP Bhutan is seeing proposals from the qualified and eligible national (Bhutanese) consultants for the Terminal Evaluation of the Project Mainstreaming Biodiversity Conservation into the Tourism Sector in Bhutan. Please be guided by the detailed Terms of Reference attached. Brief scope and objectives of the assignment are as follows:The TE report will assess the achievement of project results against what was expected to be achieved and draw lessons that can both improve the sustainability of benefits from this project, and aid in the overall enhancement of UNDP programming. The TE report promotes accountability and transparency and assesses the extent of project accomplishments. As part of the CO’s evaluation plan, this TE is planned with an overall objective to assess the relevance, effectiveness, efficiency, sustainability, and impact of the project and to generate evidence-based findings, lessons, and recommendations that can inform GEF, UNDP and national stakeholders for future programming and similar initiatives ensuring national ownership. The TE seeks to promote accountability and transparency to the donors, partners and stakeholders In addition to that, lessons learnt and recommendations from this TE will be used by the Country Programme Board during its annual review and final review of the country programme document (2024-2028), for proper adjustments and improvement of other project/programme design, implementation and evaluation. The following will be the objectives of the TE: 1.      Assess achievement of results Determine the extent to which the project has achieved its planned outputs, outcomes, and overall objective, including any unexpected results (positive or negative). 2.      Examine project design and relevance Assess the continued relevance of the project’s theory of change, strategy, and activities in relation to national priorities, beneficiary needs, and partner strategies. 3.      Evaluating implementation and efficiency Review the quality and timeliness of implementation, including management arrangements, coordination mechanisms, use of resources, and value for money. 4.      Assess sustainability and likelihood of continuation Examine the financial, institutional, policy, environmental, and social dimensions that affect the likelihood that project benefits will be sustained after project closure. 5.      Analyze cross-cutting issues   Assess how the project has addressed cross-cutting priorities such as gender equality, environmental and social safeguards, and stakeholder participation. 6.      Generate lessons learned and recommendations Identify good practices, innovations, bottlenecks, and lessons learned; provide actionable recommendations for government, implementing partners, and development partners to improve design and implementation of similar future interventions. Review the benefits the PMU has gained from actively engaging in the GWP (e.g. access to lessons, tools, and best practices through the global knowledge platform and exchanges with other participating countries) and assess how and to what extent this participation has contributed to the project’s effectiveness and impact. In assessing implementation of the project and aligned to the UNDP project document, the TE will take into consideration assessment of the project in line with the following evaluation criteria from the UNDP Evaluation Guidelines, and GEF Evaluation Policy and the guidance outlined under the Guidance for conducting terminal evaluations of UNDP-Supported GEF- Financed projects.Please indicate whether you intend to submit a bid by creating a draft response without submitting directly in the system.
