Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultancy will undertake a comprehensive diagnostic and coherence review of Nepal’s unilateral social protection measures for migrant workers, including the Foreign Employment Welfare Fund, Social Security Fund provisions and mandatory insurance schemes. It will assess duplication, fragmentation and coverage gaps; analyse financing structures, benefit adequacy and sustainability; and examine integration with Nepal’s broader social protection system. The analysis will also consider alignment with relevant ILO standards and destination-country frameworks, particularly in GCC countries. A gender-responsive lens will be applied to assess differentiated access and adequacy outcomes. Based on the findings, the consultant will develop sequenced and actionable reform options to strengthen coherence, sustainability and cross-border alignment, culminating in a strategic think piece outlining Nepal’s medium- to long-term reform trajectory.
