Procurement of Common Internet Facility (CIF) for EU-GEPP & SHIELD Project Teams

The United Nations (UN) has adopted the Business Operations Strategy (BOS) as a results-based framework to streamline joint business operations, eliminate duplication, and maximize economies of scale across UN agencies. BOS enhances cost-effectiveness and quality in operational support services, including Information and Communications Technology (ICT). In line with this strategy, the UN Country Team in the Philippines is implementing shared services to optimize resources and improve efficiency. As part of BOS implementation in the Philippines, a Common Internet Facility (CIF) will be established at the EU-PH GEP and SHIELD Project Team Offices, located at Rockwell Business Center (RBC) Sheridan, North Tower, 16th Floor, Mandaluyong City. This CIF will provide cost-effective, high-quality internet connectivity shared among projects operating within the premises. Specifically, the CIF will support the connectivity requirements of two major initiatives: EU–PH Green Economy Partnership (EU–PH GEP) – Specific Objective 2: Green LGUs, funded by the European Union and implemented by UNDP Philippines in partnership with the Department of the Interior and Local Government (DILG).Strengthening Institutions and Empowering Localities against Disasters and Climate Change (SHIELD) Program, supported by the Australian Government and implemented by UNDP Philippines with key government and civil society partners. To ensure reliable and dedicated connectivity for these projects, the CIF will deploy two separate Internet links: Line 1 for EU–PH GEP SO2 (Green LGUs)Line 2 for SHIELD Program Each line will be provided by a different Internet Service Provider (ISP) to guarantee redundancy and minimize downtime. This setup will enable both project teams to conduct critical operations such as virtual meetings, data exchange, and collaboration with government agencies, local stakeholders, and international partners.
