Provision of Ground Handling Services at Yemen International Airports (Sana’a, Aden, Seyoun and Mukalla)

1. 1. The United Nations Mission to Support the Hudaydah Agreement (UNMHA) seeks to engage an intermediary Contractor to act as a liaison between UNMHA and the sole ground handling service provider in Yemen, Yemenia Ground Handling. The Contractor shall be responsible for facilitating the provision of passenger handling, aircraft ground handling, cargo handling services, and the payment of airport fees at airports in Yemen (Sana’a, Aden, Seyoun, and Mukalla) on an “as and when required” basis, in support of both scheduled and non-scheduled UNMHA flight operations. The Contractor must be duly accredited and authorized to liaise and coordinate directly with the service provider to ensure the complete and timely delivery of all required airport ground handling services, in full compliance with the standards of the International Civil Aviation Organization (ICAO) and the International Air Transport Association (IATA), as well as best industry practices and applicable United Nations directives. The proposed contract shall have an initial term of two (2) years, with the option to extend for up to three (3) additional one-year periods (1+1+1), subject to satisfactory performance and the continued mandate of OSESGY/UNMHA. This arrangement would result in a maximum potential contract duration of five (5) years. 2. The Contractor shall provide the following services in accordance with international civil aviation standards, UN directives, and as requested under UNMHA Aviation operations: - Passenger and baggage handling; - Ramp handling and aircraft movements reporting (marshalling, towing, pushback, chocks, FOD inspections); - Coordination and payment of airport fees (landing, navigation, parking, passenger, permission, etc.) on behalf of UNMHA; - Flight operations support from landing to take off, including weather, NOTAMs, and flight planning; - Provision and coordination of Ground Support Equipment (GSE), including GPUs, belt loaders, passenger/crew buses and baggage trolleys; - Coordination of fueling with approved providers; - Lavatory, cabin cleaning and aircraft disinfection services; - Airfield and ramp control support, including safe movement of personnel, vehicles and cargo; - Cargo and Dangerous Good handling. 3. These services apply to both scheduled and non-scheduled UNMHA flights, including ad-hoc missions, diversions, and special operations such as medical evacuation, VIP facilitation, and logistics support. 4. UNMHA anticipates approximately 100 turnaround services per year at Sana'a International Airport, 100 at Aden International Airport, and 3 per year each at Seyoun and Mukalla International Airports. UNMHA reserves the right to adjust service levels and locations based on operational needs. 5. The aircraft MTOW is estimated at 24,000kg. The specific aircraft type will be communicated by UNMHA when available. 6. The contractor shall ensure that all services provided through the sole provider are performed in full compliance with Yemen Civil Aviation Authority and Meteorology Authority (CAMA) regulations, ICAO and IATA standards, and AVSEC requirements. 7. This EOI does not constitute a solicitation. OSESGY/UNMHA reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to an EOI does not automaticall guarantee that such compay will be considered for receipt of the solicitation when issued . INTERESTED VENDORS SHOULD NOTE THAT THE MINIMUM LEVEL FOR REGISTRATION FOR THIS TENDER IN UNGM (www.ungm.org) IS BASIC LEVEL, COMPANIES WHICH ARE NOT ACTIVELY REGISTERED IN UNGM MAY NOT BE CONSIDERED FOR THE UPCOMING TENDER. Specific Requirements/Information MANDATORY REQUIREMENTS: Participating vendors will be required to submit upon receipt of solicitation documents the following minimum requirements and other documents which will be elaborated in the solicitation documents: a. Valid authorization or license from the Yemen Civil Aviation and Meteorology Authority (CAMA) to perform or coordinate ground handling at Sana’a, Aden, Seyoun, and Mukalla airports. b. Demonstrated compliance with ICAO and IATA standards, including IGOM and ISAGO audit principles. c. Proof of active collaboration or accreditation with the authorized ground handling provider (Yemenia Ground Handling). d. Valid business registration and license to operate in Yemen. e. Active insurance coverage for personnel, equipment, and operations. f. Evidence of Quality, Safety, and Environmental Management Policies in line with UN or ISO standards. g. Minimum of 5 years’ experience in airport ground handling or aviation services for international or humanitarian operations.
