[email protected] Description The assignment forms part of the Laos-Australia Investment Facilitation and Transformation for Economic Resilience (LIFT 4 Laos) programme. LIFT 4 Laos is implemented by ESCAP in partnership with the Lao Investment Promotion Office (IPO) under the Investment Promotion and Management Committee (IPMCO) and is financed by the Government of Australia through the Department of Foreign Affairs and Trade. The assignment is also supported through the ASEAN Green Investment Catalyst (AGIC) programme. AGIC focuses on strengthening national and regional investment promotion in green transition sectors and supports the implementation of the ASEAN Regional Investment Promotion Action Plan (RIPAP). The AGIC programme is funded by the UK Mission to ASEAN under the ASEAN-UK GTF. Outputs The vendor will lead two key activities: 1) the development of an investment attraction strategy for five priority sectors with a five-year implementation roadmap and a structured investor targeting and lead generation system; and 2) package two investment ready projects (full documentation package) in order to strengthen IPO’s capacity to promote concrete investment opportunities. The investment attraction strategy will focus on sectors with strong potential for sustainable development impact and alignment with national priorities. This will include integrating gender equality and disability inclusion considerations into the sector prioritisation approach. The strategy will therefore identify and prioritise sectors with high female employment potential, such as sustainable agriculture, garment manufacturing and tourism, as well as sectors that can create accessible employment opportunities for persons with disabilities. The strategy will also establish a systematic approach to investor targeting and lead generation, including the targeting criteria and also make suggestions for a customer relationship management system, including the categories it should have, aligned with resource constraints of the IPO. The investment ready project documentation for the two selected projects will be green sectors and incorporate GEDSI principles to illustrate the potential impact of the investments on gender equality, disability inclusion and broader social outcomes. In addition to the key deliverables mentioned above, the vendor is required to review all relevant policies and background information. The vendor will also be expected to work closely with the ESCAP programme team to ensure alignment on the key deliverables. Further, the vendor will be expected to engage with relevant stakeholders, including IPMCO and IPO, financial institutions, corporate investors, sector experts, project developers, government officials and investment promotion agencies. The vendor is also required to conduct in-depth research in order to develop the deliverables mentioned above. Supplier Code of Conduct, Fraud, Corruption, Gifts and Hospitality All potential suppliers must read the United Nations Supplier Code of Conduct and acknowledge that it provides the minimum standards expected of suppliers to the UN. The Code of Conduct, which includes principles on labour, human rights, environment and ethical conduct may be found at: https://www.un.org/Depts/ptd/about-us/un-supplier-code-conduct Moreover, suppliers should note that certain provisions of the Code of Conduct will be binding on the supplier in the event that the supplier is awarded a contract, pursuant to the terms and conditions of any such contract. UNDP strictly enforces a policy of zero tolerance on proscribed practices, including fraud, corruption, collusion, unethical or unprofessional practices, and obstruction of UNDP vendors and requires all bidders/vendors observe the highest standard of ethics during the procurement process and contract implementation. In pursuance of this policy, UNDP: (a) Shall reject an EOI if it determines that the selected supplier has engaged in any corrupt or fraudulent practices in competing for the requirement in question; (b) Further to the UNDP’s vendor sanctions policy, shall declare a supplier ineligible, either indefinitely or for a stated period, to be awarded a contract if at any time it determines that the supplier has engaged in any corrupt or fraudulent practices in competing for, or in executing a UNDP contract. Eligibility of suppliers for EOI Suppliers shall not be eligible to submit an EOI if at the time of EOI submission: is included in the Ineligibility List, hosted by UNGM, that aggregates information disclosed by Agencies, Funds or Programs of the UN System; is included in the Consolidated United Nations Security Council Sanctions List, including the UN Security Council Resolution 1267/1989 list; is included in the World Bank Corporate Procurement Listing of Non-Responsible Vendors and World Bank Listing of Ineligible Firms and Individuals. It is the Bidder’s responsibility to ensure that its ultimate beneficial owners, employees, joint venture members, sub-contractors, service providers, suppliers and/or their employees meet the eligibility requirements as established by UNDP. Eligibility and qualification criteria Criteria Benchmark Experience in investment attraction strategies At least ten completed investment attraction strategies for governments in both Asia and the Pacific and other global regions, including sector prioritisation and multi-year implementation planning. At least 1 attraction strategy for an LDC, at least 4 of 10 in Asia and Pacific region (per ESCAP member States). Technical capacity in investor targeting and lead generation Demonstrated experience designing investor targeting and lead generation systems, including databases, and targeting criteria. Sectoral expertise Substantial experience with strategic sector assessments for priority sector identification, especially in green sectors. Expertise in gender equality and disability inclusion Experience integrating GEDSI into investment strategies or project documentation. Experience developing investor-facing project documentation At least one investment ready project (fully packaged documentation) prepared with investment promotion agencies or other government counterparts. Experience in site selection and location competitiveness analysis Demonstrated experience advising corporate investors on location choices for international expansion. Institutional and stakeholder experience Demonstrated engagement with UN, government agencies, investors, financial institutions and project developers. Team qualifications The team should include a team leader with at least ten years of experience in investment promotion with governments, supported by specialists in sector analysis, lead generation and project development. This may include an overview of the team and organisational structure, years of relevant experience, examples of past work in foreign direct investment, sector analysis or investment promotion, and a general description of the skills available within the team.
