Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The International Labour Organization (ILO) seeks an external consultant/research institution to undertake a study on minimum wage compliance in India under the Setting Adequate Wages (SAW) Project. The study will generate evidence on compliance levels, wage distribution patterns, drivers of non-compliance, and their implications for wages, poverty, inequality, and labour market outcomes. The study will analyse compliance across sectors, occupations, regions, gender, employment status, and formal–informal segments of the economy. It will examine the share of workers earning below, at, around, and above minimum wages, assess wage gaps and wage distribution patterns, and analyse sector-specific compliance risks and determinants of non-compliance. The study will also estimate potential gains under full compliance scenarios. The assignment will draw on secondary survey and administrative datasets, including PLFS, ASI, Labour Bureau data, and statutory minimum wage notifications. The selected consultant/research institution will prepare an inception report, draft and final analytical reports, policy briefs for Assam and Telangana, and present findings in a validation workshop. The assignment will run from 22 June to 21 September 2026.
