The United Nations Office at Nairobi (UNON), on behalf of the United Nations Human Settlements Programme (UN-Habitat) Afghanistan, invites qualified, experienced, and reputable road construction firms to submit Expressions of Interest (EOI) for participation in the upcoming tender for the Construction of Paved Roads with Roadside Drainages in Kabul and Herat Provinces, Afghanistan. Background: Herat Province in western Afghanistan was severely affected by powerful earthquakes in October 2023, impacting nine districts and an estimated 275,256 people. The disaster caused extensive damage to civilian infrastructure, including housing, health facilities, schools, and water networks, leaving many vulnerable families in urgent need of support. In response, the Improvement of Living Environment for Vulnerable People in Urban Areas project will be implemented in Kabul and Herat Provinces. The project focuses on upgrading community infrastructure using UN-Habitat’s Build Back Better (BBB) approach, emphasizing resilience, quality, and community participation. While the overall programme covers both Kabul and Herat, this specific Expression of Interest (EOI) is limited to works in Kabul City, specifically in Police Districts (PD) 21 and 22. Urban neighborhoods in Kabul face persistent challenges, including poor road conditions, inadequate drainage, and limited year-round access. These issues hinder mobility, increase public health risks from dust and stagnant water, and reduce resilience to climate-related shocks. Under the JICA-funded programme, UN-Habitat will implement PCC pavement and stone masonry roadside drainage solutions, ensuring strong quality control and community engagement to deliver durable, climate-resilient, and socially accepted infrastructure. Project Locations: The project will be implemented in two Police Districts in Kabul City, covering four Gozar Assemblies: • PD21: GA8 and GA19 • PD22: GA17 and GA18 Works Scope Summary: The works comprise the construction of PCC roads with roadside drainage in PD21 and PD22, including earthworks and pavement layers with adequate compaction; jointed PCC pavement with associated fittings; stone masonry drainage structures such as gutters, inlets, and culverts; and backfilling, verge grading, and minor landscaping. The scope also covers traffic and access management, temporary works, dewatering, and utility protection, alongside strict quality control through material testing and documentation. Health, safety, and environmental measures will be enforced throughout, with continuous community engagement in line with UN-Habitat’s Build Back Better (BBB) approach. IMPORTANT: Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify companies that would be interested and eligible to participate in the solicitation when issued. UNON will examine the outcome of this request for REOI and will consider those companies that have expressed their interest. UNON reserves the right to change or cancel the requirement at any time during the REOI and/or solicitation process. Thus, submitting a reply to this Request for EOI does not automatically gurantee your company will be considered for receipt of the solicitation when issued. . Specific Requirements/Information Interested vendors must posses the necessary technical expertise and capacity to provide the required services, as only suitably qualified vendors will be invited to participate. Vendors expressing interest must be registered with the United Nations Global Marketplace (UNGM) at minimum of Basic Registration Level. Vendors not registered in UNGM will not be eligible to paricipate in the tender exercise at a later stage. An expression of Interest does not guarantee paricipation in the request for proposal as only suitably qualified vendors will be invited to pariticpate.
