Country:   Philippines Description of the Assignment:  A. Project Title: PPG GBFF - Philippines Biodiversity Financing ProgramB. Project DescriptionThe objective of the GBFF PPG is to develop the project concept into a full project: Biodiversity Financing Program. As described in the project concept (PPG Request), this project aims for Philippines to increase public and private sector biodiversity/nature-positive investments through the implementation of the National Biodiversity Finance Plan to support the accelerated achievement of the Kunming Montreal-Global Biodiversity Framework (KM-GBF) aligned Philippine Biodiversity Strategy and Action Plan (PBSAP) targets. This project will address the following problems:     Weak institutional capacities to undertake resource mobilization and facilitate partnerships for increased biodiversity financing in support of the implementation of the National Biodiversity Finance Plan;Low public and private sector investments for biodiversity financing resulting from non-biodiversity management spending priorities;    Biodiversity/nature positive investments not benefitting Indigenous Peoples and Local Communities (IPLCs); Increasing harmful subsidies in the different sectors, specifically the agriculture sector, with negative biodiversity impacts; and Limited stakeholder participation (local governments and the private sector) in projects that encourage biodiversity /nature positive investments.     The project aims to increase public and private sector investments for the accelerated implementation of the National Biodiversity Finance Plan by sustaining, expanding and replicating biodiversity (BD) finance solutions that have been introduced by the Biodiversity Management Bureau (BMB), with support from UNDP’s Biodiversity Finance Initiative (BIOFIN). It will directly support the pre-identified strategies and financial solutions (including OECM financing and BSAPs financing) in the draft NBSAP and associated Financing Plan.  The following information is to be consulted as background for the GBFF PPG phase:PPG request technically cleared by GEF CEO; Comments from internal light risk screening of PISC submission and PPG request Comments from GEF Secretariat GBFF CEO Endorsement Request Form and associated guidance included therein UNDP policies and procedures UNDP-GEF guidance notes on GEF project development (which will be provided by the RTA) and GEF polices on: Project Cancellation; Fee Policy for GEF Partner Agencies; Project and Program Cycle; and Minimum Fiduciary Standards for GEF Partner Agency (in particular sections dealing with the required separation of oversight and execution support services). The final outputs of the GEF PPG are: UNDP-GEF Project Document (ProDoc); Mandatory annexes to the ProDoc; GBFF CEO Endorsement Request; and Validation Workshop report (This is mandatory for moderate, substantial and high-risk projects)C. Objectives and Scope of WorkTo reach the above-mentioned GBFF-PPG objectives, a series of GBFF PPG Team meetings; stakeholder consultation workshops; national government and other relevant partners virtual meetings will be conducted.UNDP seeks to engage a qualified workshop/event documenter to deliver key tasks in the following areas:  Team Meetings/Workshops/Event Proper: Document substantive discussions and ensure that inputs, queries, comments, and elaborations on workshop outputs are covered; Capture and summarize action points discussed and agreed upon; Ensure that gender-related issues and concerns are captured in the documentation; and Ensure that high resolution photos are integrated into the narrative with appropriate captions, according to programme segments or sequence of events. Post-event Workshop: Lead the drafting and finalization of the workshop documentation reports; Capture and summarize action points discussed and agreed upon; Ensure that gender related issues and concerns are captured in the documentation; Ensure that high resolution photos are integrated into the narrative with appropriate captions, according to programme segments or sequence of events; Consolidate and save reports, presentations, workshop outputs, and photos at: Submit the draft documentation reports 5 working days after each workshop and incorporate comments, feedback, inputs, or changes from UNDP; and Submit the final documentation reports 2-3 working days after receiving feedback from UNDP. Qualification of the Consultant Education Bachelor’s degree in communication, development, or related areas Experience At least 3 years of professional experience in documenting workshops/events related to climate and/or development programmes or projects At least 1 year of documentation work experience with UNDP or other UN agencies and various stakeholders in the Philippines, including national government agencies, private sector, civil society organizations, etc. At least 2 sample documentation reports of workshops and/or other similar events organized UN Offices and/or other government agencies, multilateral organizations/NGOs. LanguageExcellent verbal and written skills in English and Filipino (must be indicated in the CV)Period of assignment/services: 16 days within a period of three months Proposal should be submitted directly in the portal no later than indicated deadline.Any request for clarification must be sent in writing via messaging functionality in the portal.
